I have a feeling the toolbar is right and Google has more problems. Google should not be trying to control things like that, they should be spending their time fixing the problems in the search engine ! Why not build a fast reporting system and have it manned. Make users register to be able to report sites, and give them adwords or even direct revenue BONUSES for helping Google.
